I don’t know but it makes sense that the tax credit program helped lead to ESAs,” he said. “It shows these programs work, they can be accountable and helps normalize the whole school choice concept in K -12 education. Instead of the funding going to school operations, it is more naturally going to the family, to the child, which makes sense.”
